Start with what remains in Belgium
Suppose you want to open a Portuguese shop while keeping a rented apartment and some consulting assignments in Belgium. Separate ownership of the shop, your daily work and rental income. Those items do not necessarily receive the same treatment. Identify who will make operating decisions during the opening months if you move gradually or continue travelling between the countries.
Identify the relevant Belgian process
Belgian FPS Finance distinguishes resident returns from non-resident returns where Belgian income continues. The income type and your circumstances after departure need review: incorporating abroad does not by itself close Belgian obligations. Prepare a specific question for each continuing income stream instead of assuming that moving business revenue to Portugal creates a general exemption or settles the date of your personal departure.
Gather evidence about both locations
Collect intended dates, retained or released housing, household circumstances, contracts and available recent returns. Add the proposed shop lease, opening stock, shareholder identities and allocation of responsibilities. State nationality separately from current residence: living in Belgium does not imply Belgian citizenship. Your right to live and work in Portugal must be assessed using your own nationality and immigration position.
Coordinate the opening calendar
Compare opening with delegated local management against moving before opening. Arrange access to Belgian correspondence and returns throughout the transition. The next useful step is to confirm obligations attached to retained Belgian income alongside Portuguese formation requirements, then schedule the lease and company signatures around those answers. Keep an alternative opening date if either review identifies an unresolved dependency.
