A café falls within the Mera Comunicação Prévia process described by gov.pt. Have the premises and proposed changes checked, especially if adding a terrace or food preparation.
Compare buying, renting and supplier-provided machines alongside any purchasing commitments. Plan water supply, maintenance, washing up and cover for equipment failure. ASAE documents the HACCP framework for food safety. In your operating forecast, separate breakfast, lunch and afternoon by spending, occupied seats and staff needed.
